The
Governor's Ceremony Opening Address (Summary)
"It is people who help people."
On this occasion, let the lessons we have
learned from the earthquake be engraved
on our hearts. It is our, we who have
survived, duty to create a safe and secure
community and realize a society where
people and nature can coexist.
We shall never forget January 17, 1995.
We shall never forget the mortification,
the sorrow we experienced then. I firmly
promise make every effort to share the
experiences and lessons of the great earthquake
with people around the world, and using
them to create a safer and more secure
Hyogo that will be a leader of Japan in
the 21st century. |

The
Emperor of Japan's Address (Summary)
I wish to express my sincerest gratitude
for the great efforts of the people of
the prefecture, and to the government
institutions that supported those efforts,
the enormous number of volunteers who
gathered from all over the country, and
also for the cooperation from abroad.
With the passing of 10 years since the
earthquake, I hear that the ratio of people
in the earthquake-stricken area who did
not experience the earthquake is growing.
We should never forget the enormous tragedy
of the earthquake. We should pass on to
the people of our country and the people
of the world the reality of such a disaster
so that we will work to construct a safe
society which will protect as many people
as possible from unexpected disasters.
I pray that you will continue to endeavor
even more in your work in order that the
many lives of those who were lost in the
earthquake may have been lost in vain.
With these words I wish to close my memory
ceremony address. |

Minister for Disaster Management, Mr.
Murata's Address (Summary)
The Government has, through the experiences
and lessons learned from this great earthquake
disaster, strengthened our country's disaster
reduction measures. However, I pledge
that the government will strengthen further
its crisis management system for times
of disasters and actively promote overall
disaster reduction and prevention measures
so as to create a society where the people
of the nation may live safely.
I sincerely hope that the Hanshin-Awaji
area will become a model of 21st century
community and town creation and become
a safe and attractive area to live in. |
